Repackaging and labeling of the seeds

 (1) Repackaging, labeling and certification of the seeds having Raw Seed Certificate are done as follows;

             a) The institution applies with Raw Seed Certificate to the application institution of the province in which the seeds in question exist.

             b) The labels on the packages belonging to the lot of which the certificate represents are taken out by the Controller and the amount of the seed from which the labels taken out is determined.

             c) The producer or supplier demand to be taken sample to the application institution, packaging and labeling the seed lots.

             d) The mixture could be done by only that variety, class and grade/levelof different seed lots. The producer or supplier is obliged to keep the reference number of the lots and the records which shows the proportion of the lots which form the mixture and notify application institution.

             e) The Controller takes sample from the formed lot. Date and number of the certificate given in the application and lot number are written on the Sample Sending Protocol and it is sent to certification institution along with the original of the Raw Seed Certification.

             f) Certification institutions issue certificate or analysis reports in accordance with the provisions of the article 11, conducting necessary analysis on the seed samples.

 (2) Imported seeds could be put on the market in the original packages or put on the market repackaging and divided into small packages by the importing company in the following conditions

a)     The process for repackaging and labeling of these seeds are carried out by the VRSCC in accordance with the first article of the article one.

b)     For the seeds having OECD labels, the importing company takes a written permission from the authorized certification of the exporting country to do so.

c) The quality criteria related to certification and the other responsibilities of these seeds belong to the importing and repackaging supplier or the seed producer.

d) The process of opening and repackaging can only be done importing supplier or seed producer.

e) The importing company which opens and repackages puts the statement of “this seed has been imported and repackaged by our company” in addition to the necessary information to be on the seed labels.

   f) Repackaged and labeled seeds in this framework are assumed that it has been certificated in accordance with the OECD system.

g) If the lots forming the mixture are the seeds from different countries, these countries are written on the label.
