Application

The requirements which producers should ensure vary depending upon the purpose of evaluation and certification of the seed to be produced.

 

              For domestic certification

             

              For OECD certification (export)

 

 

 

 For domestic certification

·      It is necessary for those who want to produce seed to have a seed grower document, seed producer document, or researching institution authorization document.

·      The elite or original seed is produced and marketed by only breeder, owner of the variety or researching institutions authorized by them.

·      The person and institutions have to submit a certificate which indicates the origin of the seed (class and category) along with the declaration.

·      ISTA certificates are not accepted as origin certificate.

·      For domestic certifications, application is done to the application institution (Provincial Directorate of Agriculture of the Ministry or authorized institution by the Ministry on acception of declaration and field controls) of the Province in which production is taken place.

 

Submission of declaration:

1.    Seed declaration for the certification of seeds is submitted.

2.    The acceptance and issuing of seed declaration is done by the following means:

   a) The either one of the declaration taking place in Annex 2 or Annex 3 is fillet out, accordingly.

   b) The Species and the variety should be the same with National Variety List published in Official Gazette.

   c)  A separate seed declaration is issued for each seed variety and parcel or each field.

   d) The seed declaration is issued in three copies.

   e) The seed declarations are given to the application institution.

    f) The deadline for issuing seed declaration is given at the following table.

g) The following documents are attached for the application of seed declaration;

             1) The original certificate or approved copy by the Official institution which have the original of the seed cultivated

             2) Documents of the Characteristics belonging to the variety or parental

             3) Plans showing production fields

 

h) First copy of the declaration approved is kept by the application institution accepting the declaration. The second copy is given to the controller to be used for field controls. The last copy is given to the producer; printing “Not Used for Certification”.

 

 

 

 

OECD Certification (export)

The VRSCC is authorized by the Minister on acceptance and approval of seed declarations for the production of export purposes (OECD) of the seeds. The requirements for the seed producing institutions at the stage of giving declaration in the context of OECD certification scheme are as follows:

·     Seed Producing Document

·         Seed declaration shall be issued for the person or institution having seed producing document. Seed producers do not fill out seed declaration as farmer.

·         Elite and original seeds can only be produced by public / private research institutions.

·         The declarations of Elite class of the institutions not having research authorization will definitely be accepted. The declarations of original class will be accepted as the first stage of the certified class.

·     Seed certificate

·         The person or institution that wants to produce seeds must show the certificate indicating class and chronological age, being attached to the declaration.

·     The produced seed amount mentioned in the declaration can not exceed the amount of seed lot mentioned in relevant certificates.

·     Filling out of the seed declaration  

·         For none hybrid varieties (Form 19) 

·         For hybrid varieties (Form 20) 

·         For sugar beet seeds  (Form 21)

·     Seed declarations are issued in three copies.  

·         One more copy is added if control demanded in regard to disease.

·     To the part of the specie and variety the seed in the declaration;

·         The specie and variety of the seed  in OECD list and/or the name registered in OECD member country have to be written correct 

·         It is documented that a variety not listed in OECD list which is registered by an OECD member country and listed in the national list.

·     In the part of class and chronological age of the seed cultivated in the declaration;

·         The class and chronological age of the seed have to be the same with the Certificate given with the declaration.

·      Declarations are issued separately for each seed production field, parcel and for different varieties.

·      Stamp tax.

·         It was ended in 2005.

·     All the questions in seed declarations have to be answered fully and clearly by the grower. 

·     Sketch

·         Regional sketches of the seed cultivation areas have to be prepared.

·         Seed cultivation areas have to be added marking these sketches.

·     Plant Characteristics Documents  

·         Plant Characteristics Documents for the variety to be produced.  

·         Plant Characteristics Documents for parental lines in hybrid varieties. 

·      The application have to be made by petition to the VRSCC.

·         The application has to be made within the one month for the other plant species after the cultivation date of the seed.
